Dead sports city??

so im studying late night for a couple of exams and as i was driving to the lib (yeh im a nerd) and Jason Smith the host of All night's main topic was "Dead sports teams" He stated that there are many teams that would never become a yearly playoff squad due to the inability to sign big name players. For example he talked about how The Clev Cavs are on the verge of being labeled a Dead sports team unless they could sign Lebron to a long term deal. Since James isnt locked up, other big named players would not want to come to the cavs due to the risk of James leaving for a bigger more talented team.

so, do the bills and sabres have this problem? are the bills going to be playoffless until they move to toronto cough? or is this just a Big vs small market topic? Will the Kelly/thomas/reed era ever come back?
