It's not if your fluent that's the problem, it's if you have an accent. One of my college English professors who had an accent was the by far the most well versed teacher I've ever had in English. People learning a 2nd language tend to learn it the most correct and proper way as apposed to being raised speaking it. Well, that's kind of what this thread was about. I didn't hear anyone say people who weren't fluent in English should teach it.
Never been to Arizona. Always wanted to visit as it looks BEAUTIFUL. I believe there's some people from here that have been there recently (UJ ?). How is the place as far as a vacation destiny and would you ever move there ?

What's the probable cause for searching someone on suspicion of being "illegal" ?
The fourth amendment protects us against unreasonable search and seizure. Being searched based on your race/ethnicity, or native language falls under that purview.
